    Alan Saunders

    Chairman

    Alan is the Chairman and founder of CSA. He has been involved in acoustics for over 40 years, gaining considerable experience in a wide range of major industrial, architectural, environmental and transportation projects.

    Alan has appeared as an expert witness on many occasions both in Court and at Planning Inquiries (Clarke Saunders | Experts). Initially involved in the more industrial fields and diesel engine and aircraft noise control (both civil and military), he has also worked on acoustic design with overall responsibility for noise exposure levels and noise control products on numerous industrial and factory large plant item installations including steelworks, oil terminals and pharmaceutical plants.

    He has provided expert witness evidence in Court, including criminal proceedings and at Public Inquiries. These have included landmark cases such as Thames Ditton Lawn Tennis Club and Richardson v Devizes Borough Council. He has acted for the Ministry of Defence in relation to claims of structural damage to properties from Tornado jet fighter aircraft flyovers in Somerset and given expert opinions in relation to noise induced hearing loss claims in a number of successful actions.

    Alan provided evidence to the Lands Tribunal for Land Compensation claims against Manchester and East Midlands Airports, and forensic reports for the court in relation to speech and audibility in criminal proceedings. As acoustic advisor on very many large office and residential building projects, notably for The Crown Estate, Alan has been responsible for noise control in numerous settings. He is also regularly consulted in relation to the impact of demolition and construction noise on adjacent occupiers and residents for major development projects. Alan was Technical Assessor on the review panel of the Royal Albert Hall, London in relation to an acoustical review and remedial measures for the Hall acoustics. With aviation noise control experience from Industrial Acoustics Company, and the preparation of annual airport noise contours Alan is also well placed as an expert in aircraft noise. He has been responsible for the acoustic design of ground running facilities for military aircraft (ongoing) and ground running pens for British Airways for their new A380 aircraft at Heathrow.

    Ed Clarke

    Managing Director

    Ed is the Managing Director at CSA, having worked in acoustic consultancy and engineering noise control since 1989. He joined Alan shortly after he founded CSA in 1994, picking up some of the workload generated by an ever-expanding client base. His experience covers the main consultancy fields of architectural, planning, building, transportation and environmental acoustics and vibration.

    Legal representation (including as a single joint expert) has featured strongly in recent years, including appearances at several Court hearings and planning forums, including public noise nuisance and various civil actions, licensing hearings and criminal proceedings. These have also included formal English Public Inquiry and ‘An Bord Pleanala’ (Public Inquiry in the Irish Republic) hearings and Integrated Pollution, Prevent and Control Licensing Hearings for the Irish Environmental Protection Agency, various planning appeals and inquiries for domestic infrastructure projects, housing developments and other schemes involving new and existing noise sources.

    Matt Sugden

    Technical Director

    Matt is the Technical Director at CSA, with 27 years’ experience of the acoustic industry in the UK and Australia. A member of the Institute of Acoustics and a registered ANC sound insulation inspector, he has been involved in a wide variety of projects, including industrial noise assessment and control, building and architectural acoustics and environmental noise from infrastructure developments. Matt is also an Expert Witness Bond Solon trained consultant at Clarke Saunders | Experts.

    Expert Witness: Matt has provided expert witness representation on retrospective claims for historic noise induced hearing loss as well as to licensing hearings and public consultation events. These have included presentation of a scheme intended to develop a semi-rural agricultural use for entertainment use and the proposed re-routing of the Pacific Highway between Woodburn and Ballina, New South Wales. Numerous workplace noise at work assessments following the issue of the 1989 Noise at Work Regulations provided him with invaluable experience of a range of potentially damaging noise sources.

    Matt has also provided advice on site non-specific hearing damage, such as that associated with grit-blasting of in-situ steel structures, whilst taking full account of the benefit afforded by operatives’ protective headgear. This experience has proved extremely useful in undertaking independent investigations on historical retrospective noise induced hearing loss, as many claims have included those involving heavy industry, foundries and component manufacturing plant.

    Daniel Saunders

    Finance Director

    Dan is our Finance Director with experience in acoustics since 2002 and holds the Institute of Acoustics Diploma in Acoustics and Noise Control and a degree in Economics. He has gained extensive knowledge across the UK and in Europe in a wide range of disciplines including environmental, building, architectural, planning and industrial acoustics projects.

    Dan is also an Expert Witness Bond Solon trained consultant at Clarke Saunders | Experts and has extensive experience in the assessment of noise impact of large scale industrial developments, including preparation of relevant chapters of full Environmental Impact Assessments. These include infrastructure, heavy industry, waste disposal facilities, power generation and renewable resources such as offshore and onshore wind farms throughout the UK and in Europe. His additional experience of many noise at work assessments to the Control of Noise at Work Regulations 2005, and the 1989 Regulations before that, has proved invaluable in CSA’s growing expert witness representation and specifically in relation to Noise Induced Hearing Loss cases. He has provided client and project management services on all elements of acoustics for numerous large residential and commercial schemes.

    Preparation of expert witness evidence for appeals, inquiries and in NIHL claims constitutes a significant portion of his diverse workload. CSA handles retrospective noise exposure assessments and is appointed primarily as a single joint expert.

    Ian MacArthur

    Associate

    Ian joined CSA in 2005 from a background in industrial and aviation acoustics and has a degree in Acoustical Engineering from the ISVR, Southampton University. He is now an Associate at CSA, a member of the Institute of Acoustics and a registered ANC sound insulation tester.

    Expert Witness: Within the planning and legal arena Ian has worked on planning applications and appeals including detailed survey work, assessment of noise impact of proposed changes of use. Investigation and design of mitigation measures for existing and potential community noise complaints for retail, commercial and industrial premises. He is a member of the CSA team (Clarke Saunders | experts) handling noise exposure assessments, primarily as a single joint expert. Ian is very experienced in design of internal and external building fabric for public, commercial, industrial and residential developments. This includes acoustic review of building services systems, including bespoke design and review of internal acoustic solutions for complex high-performance systems and providing practical mitigation advice on environmental emissions.

    Ian has completed extensive operational noise impacts assessments of car manufacturing premises, aircraft engine test facilities, power stations, waste management, environmental technology and gas storage facilities using noise mapping to aid in providing clear and concise information for stakeholders and consultees. His extensive knowledge of weather systems, weather forecasting and meteorological effects on noise propagation has been successfully used in aviation and shooting noise projects undertaken by CSA.

    Mike McLoughlin

    Senior Consultant

    Mike is a Senior Consultant at CSA with 13 years’ experience of acoustics and vibration in the UK and Australia. He joined CSA in 2014 and has been involved in a broad range of architectural, environmental, and transportation projects throughout the U.K, Australia, and Asia. Mike has specific experience of assessment of transportation noise, with detailed knowledge of the assessment of aviation noise impacts. He completed his MSc in Environmental Acoustics in 2013, achieving a distinction, with a dissertation investigating the subjective response to aircraft noise and its quantification.

    Expert Witness: Mike is experienced in design of internal and external building fabric for public, commercial, industrial and residential developments. He has worked extensively on sound power testing and operational noise and vibration measurements of equipment on mining, waste and quarry sites. Mike has completed extensive operational noise impacts assessments of EfW, waste management, environmental technology and rail and road, using noise mapping to aid in providing clear and concise information for stakeholders and consultees. His work has included many airfield and aircraft projects within the UK and Australia.

  • Ben Dymock

    Ben Dymock

    Senior Consultant

    Ben is an experienced architectural and environmental noise and vibration senior consultant working in acoustics firstly as a sound and studio designer and then in consultancy, academia, research and lecturing during the past 13 years. A member of the Institute of Acoustics, he has led teams in noise and vibration design, impact assessment, prediction and compliance testing in a variety of settings including residential and commercial developments, studios, rehearsal spaces and industrial work places.

    Ben is a trained Bond Solon expert witness and is part of the Clarke Saunders team providing research for noise exposure assessments. He is experienced in noise and vibration impact assessments, providing planning and public inquiry support, predictive modelling noise and vibration monitoring of demolition and construction, and negotiation of Section 61s. Ben has completed extensive operational noise impacts assessments of waste management, recycling facilities, industrial, marine vessels and vibration analysis of train lines/industrial processes. He completed his PhD in 'Urban Wind Turbine Feasibility’ in 2015, which covered environmental and architectural noise, vibration and energy production with CFD, wind flow, simulation and environmental modelling, and provides vibration monitoring/assessments of wind turbine design to mitigate structure borne vibration and mediate complaints.
